Paper intended as "challenge" to naval architects, marine engineers, shipbuilders, and ship owners to improve present practices in design, construction and operation of merchant vessels under system of American free enterprise rather than to be forced to do so under system involving foreign government regulation, control, and administration such as is proposed under Intergovernmental Maritime Consultive Organization.
