Special measures taken by South African Railway Administration to relieve congested conditions at Port Elizabeth Harbor; crux of problem is unexpected concentration at Port Elizabeth of large number of ships with cargoes beyond capacity of existing handling facilities; congestion arises from abnormal conditions; railway and harbor resources are as result being overtaxed and ships have had to be delayed.
