Surplus shipbuilding works and ship tonnage discussed; in case of shipbuilding surplus consists of unnecessary producing capacity; in case of shipping it consists of tonnage which is out of date and uneconomical in operation; practically all shipyards have more berths and plant than they are ever likely to require; policy of scrapping would be most profitable in end.
