Private toll roads have been recommended by J. N. Mackall, chairman and chief engineer of Maryland State Roads Commission, who believes that "it is inevitable that additional, parallel, high-speed motor-vehicle roads must be developed between great centers of population," and that such roads can and should best be established as toll roads.
