Purpose of highway control section is described as means by which costs involved in constructing and maintaining various sections of highway system are made matter of routine reporting and permanent record; such control sections average from 5 to 15 mi in length; they include reasonably uniform traffic volume, logical unit of general type and standards, practical unit for reporting maintenance work, and convenient unit for compilation of statistical and research data.
