Analysis based on probability theory is presented to assist designer of air-cushion vehicle in deciding height at which his vehicle should be capable of operating over open sea, to assure that mission of certain time duration is carried out successfully; output of methodology is tradeoff function between operating height and mission success; method is illustrated for U S Navy air-cushion research vehicle, called "hydroskimmer;" analysis is based on statistical distribution of wavecrest amplitudes in state 3 sea.
