Satellite is one of first satellites used for experimental science instead of observational science; primary scientific objectives of project are outlined; series of six Earth orbiting flights are currently approved; spacecraft consists of re-entry vehicle with adapter section and will be launched by two-stage Delta launch vehicle which is also described; individual experiments selected for project are listed in table; objectives and principles of operation of each major experiment grouping are described.
