It is important to arrange that rocket impulse (which precipitates re-entry) causes in-vacuo orbit to intersect defined "injection altitude" at correct longitude; errors in impact position due to misalignment of impulse can be rendered very small by applying impulse at "optimum" point chosen relative to impact longitude; all attempts to increase accuracy involve cost in magnitude of perturbing impulse, and rocket propellant.
