Paper examines limitations of terrestrial astronomy and potential extensions and improvements of space astronomy; qualitative space observations platform requirements are proposed and optimum satellite observation platform; 24-hr satellite is considered as observatory platform because of its potential for high accuracy, sensitivity, resolution, and flexibility in era 1962-1964; space observatory prognostications are made for 1960 to 1970.
