Observations made during speed studies by Maryland State Roads Commission for use of new type traffic control device that consists of blank-out, internally-illuminated panel, with yellow flasher above and below; device is designed to go into operation only during hours when school children are actually on streets going to or from school it is concluded that device is effective in hazardous locations.
