Natural waterways aggregate about 250,000 mi available for navigation; before 1930, comparatively little had been done to link them into unified system based on definite strategical and commercial objectives; developments undertaken since that date; ultimate aim is to connect Baltic, White Sea, Caspian, Sea of Azov and Black Sea by system designed to counteract military disadvantage of being obliged to maintain separate fleets in Europe and Mediterranean waters.
