Purpose of paper is to identify gross launch vehicle requirements to support space program for next two decades, explore launch vehicle economic and operational development alternatives, and to indicate place reusability has in logical development program; five basic vehicle alternatives are considered -- existing expendable boosters, existing expendable boosters uprated, new expendable boosters, expendable boosters modified for recovery and reuse and new reusable vehicles.
