Procedures and criteria used for reclassification and reasons for adopting them; classification scheme as proposed by Canadian Good Roads Assn was used; traffic volume and economic characteristics used as specific guides; in classifying 150,000 mi of roads and streets it was found that rural primary highway system could be limited to 1382 mi of important highways.
