Report made by Committee on Ties to Am. Railroad Assn. It is said that no substitute tie has as yet been developed which can be recommended for general use on high speed insulated track. Development of substitute ties is recommended as means of conserving available timber supply. Statements made to urge introduction of substitute tie on claim that safe track cannot be maintained with wooden ties are said to be without foundation and contrary to facts.
