Initial program of ESRO (European Space Research Organization) embraced development of two small satellites for launch by Scout vehicle in cooperative program with NASA, stabilized satellite, capable of being launched by ThorDelta vehicle, stabilized satellite, for astronomical studies in ultra-violet and X-ray regions of spectrum, for launching by ELDO vehicle; basic design features of each satellite are described and types considered for future 8-yr program are outlined; technical limitations of multipurpose spacecraft design are indicated.
