Paper is outgrowth of investigation of spin-stabilized spacecraft for interplanetary missions; simple concept is developed to rotate spin axis in plane without precession; closed-loop system described employs low-thrust gas jet torquers, with rate gyros as sensors; gas consumption compares favorably with that of two-impulse spin axis rotation and is less than two-impulse maneuver for angles greater than 90°.
