Highways are classified as super, primary, secondary and local; these are each separated into rural highways, residential streets, business streets and parkways; these divisions and other factors as kind and amount of present traffic and anticipated future traffic, geographical location with special reference to snowfall as affecting winter maintenance, and local conditions as affected by location of streams, lakes, views, natural tree and shrub growth and public lands are discussed.
