Temporary and immediate rehabilitation and improvement was made to preclude interruption to service; as rapidly as possible replacements in their entirety have been made or are being carried out in yearly steps; track and roadway were designed to meet demands of heavier and faster service; reelectrification was made dependent on standards adopted by Illinois Central Railroad on suburban terminal.
