It is concluded from examination of conditions in New York that " if New York is to retain its supremacy as the foremost port, serious and immediate consideration must be given to its proper economic development, considering the port as a whole and not only that part which is under the jurisdiction of the City of New York and State of New York, but, as well, the section on the Jersey shore."
