Control power requirements are made up of stabilization and control of external disturbances, and basic maneuvering; stabilization required decreases with increasing design weight; maneuvering control required, however, is essentially independent of weight and may be installed in airplane as angular or as linear translation control; effect of gust environment on hovering VTOL transport is examined; factors to consider in control system design that affect performance and penalties associated with various control levels are outlined.
