Stability of phugoid motion of aircraft in presence of wind shear is investigated; effect of shear on phugoid frequency increases with increasing speed and can be stabilizing or destabilizing, depending on aircraft orientation relative to wind shear; numerical study of aircraft motion with controls fixed when descending through wind profile similar to that in jet stream indicates that increase in aircraft indicated speed can be of same magnitude as maximum wind velocity increment in jet stream core; however, actual behavior of aircraft strongly depends on pilot's action.
