To measure economic impact of developing and operating reusable space vehicle, Earth-orbital program is selected to show annual funding and cumulative total cost under two conditions; first is based on use of Saturn IB and Saturn V class payloads and second on using reusable orbital transport (ROT) in two variants; conventional two-stage design having new aerospike rocket engine, and advanced two-stage concept using scramjet in second stage; comparison of costs show that it will be more economical to use SaturnIB or Saturn-V vehicles than to develop and operate conventional or advanced ROT.
