Aspects considered are production time needed to produce craft with suitable operational characteristics, profitable operation, noise, safety and reliability, air traffic system control, landing facilities, passenger comfort, marketability, size; it is proposed that joint efforts by military and civilian departments of government and industry be undertaken to develop V/STOL transport system; factors to be considered should include tradeoff analyses of technological, economic, operational factors, and regulatory environment projected through 1970 to 1980 period.
