Offshore steel structure, weighing 2800 tons, for loading seagoing oil tankers of any size and under adverse weather conditions, has been put into operation off coast at Marsa el Brega, site of oil terminal of Esso Standard Libya Inc; tanker can moor from bow to stationary structure, permitting 360° rotation of ship in high winds and heavy seas while it is receiving cargo of crude oil from underwater pipe line; device consists of 145-ft tower positioned on sea bottom, 140-ft boom that rotates on top of tower, and 560-ft arm extending from boom alongside and under water to platform which rises beside vessel.
