Only economically feasible means of continually viewing earth's weather processes is by use of synchronous meteorological satellite; initial concept of system is explained; study, carried out by Goddard Space Flight Center, on system and long lead time subsystems, such as sensors, controls, and communications forbringing maximum areas of earth under constant observation; final report from study will form matrix of sensor-oriented parametric data for each of satellite subsystems.
