Offshore terminal may be submerged when not in use, will permit full 360° rotation of tanker being unloaded, and can simultaneously unload cargo and load fuel and water; terminal consists primarily of floating base with rotating deck; floating base can be permanently anchored to mooring site by chains; it can be raised by filling ballast tanks with air or submerged by replacing air with water; whole terminal has low silhouette, offering relatively minor resistance to wind or tide.
