Great highway building projects will be useless unless traffic regulation problem is studied and decided upon quickly and positively; author cites example of oxcart, with 2500 kg. load and with 5 cm. tires, passing over highway with surfacing of only 7 cm. of asphaltic concrete; loads should be limited; Highway Congress at Seville fixed 140 kg. per cm. of tire width as maximum load, when wheel diameter is less than 1 m.
