(2nd question: Progress made since Congress at Washington in preparation and use of: tar, bitumen, emulsions, for construction and maintenance of roads. 3rd question: Means available for construction and maintenance under most economical conditions of road surfaces whether in built-up areas or open country; methods adopted; review of conditions influencing choice of method, according to characteristics of soil and climate. 4th question: Means adopted to promote safety of traffic in: towns, open country, at level crossings; legislation; regulation; road signs. 5th question: Analysis of relationship between vehicular traffic and surfaces, from standpoint of economy of transport; technical, legislative and administrative measures designed to reduce to minimum damage of all kinds caused by traffic (e.g., vibration, noise, etc.). 6th question: Regulations at present in force regarding; weights permitted in respect of vehicles (laden and unladen); width and height of vehicles and their loads, length of vehicles and their loads; critical analysis of advantages and disadvantages accruing from these regulations; international unification for regulations; bases for such unification.
