Abstract A transportation network is considered. The traffic demands associated with pairs of nodes and the traveling cost functions associated with the links are given. The two problemsd of finding the traffic patterns which minimize either the total cost or the user costs are formulated and the requisite algorithms are constructed for the solution of these problems. The optimum allocation of capital for the improvement of the network is also discussed. Finally, we study the assignment of tolls on the paths of the network for which the traffic pattern will correspond to the user's optimum cost and which will also minimize the total cost.
