An embodiment of the invention provides a video traffic stream detection method and a video traffic stream detection device, and solves the problem that adoption of an existing video detection method can only detect out moving vehicle targets in frontal video scenes and cannot meet actual demands. The method includes: acquiring road traffic video information of a preset detection area; extracting images frame by frame from the acquired road traffic video information to obtain a grayscale image of each frame and grayscale background images under vehicle-free condition; acquiring background differential images; judging whether vehicular outlines exist in the background differential images or not; if yes, counting the vehicular outlines; if not, segmenting the background differential images, judging whether vehicular outlines accordant with preset rules exist or not aiming at partial information of the background differential images segmented into each lane, and if yes, respectively counting the vehicular outlines, accordant with the preset rules, in different lanes. By adoption of the video traffic stream detection method, moving vehicles can be detected out from the video scenes in certain angles, and convenience in implementation and easiness in popularization and application are achieved.
