The invention discloses a hoisting mechanism and a crane, aiming at improving the working safety of the crane. The hoisting mechanism comprises a winding barrel, a steel wire rope wound on the winding barrel, a mounting bracket, at least one group of light emitting devices and light receivers, and a controller which is in signal connection with each light receiver, wherein the at least one group of light emitting devices and light receivers are fixed on the mounting bracket and are relatively arranged on the periphery positions of two end plates of the winding barrel; the light emitting devices are used for emitting light signals to the corresponding light receivers; when the light receivers do not receive the light signals, a first induction signal is sent to the controllers; when the controllers receive the first induction signal, the hoisting mechanism is controlled to brake. When the steel wire rope is accumulated to the peripheries of the end plates, the light signals emitted to the direction of the light receivers by the light emitting devices are shielded by the steel wire rope so that the light receivers cannot receive the light signals; meanwhile, the first induction signal is sent to the controllers by the light receivers so that the hoisting mechanism is controlled by the controllers to brake.
