The invention relates to a quick speed regulation control method for an internal combustion engine of a hybrid power vehicle. The method comprises the following steps that an overall vehicle controller calculates the target rotating speed of the internal combustion engine according to the state of the vehicle; when the target rotating speed is non-zero, the overall vehicle controller sends a start torque instruction to a motor controller; the motor controller controls a motor to start the internal combustion engine; after the internal combustion engine is started, the overall vehicle controller calculates a backward torque according to the actual state of the internal combustion engine; the motor controller controls the motor according to the torque instruction; at the moment, the motor is changed into an electric generator from a starter; the internal combustion engine is changed into a loaded state from a no-load state; therefore, the overshoot of the speed of the internal combustion engine is effectively reduced; the purpose that the internal combustion engine reaches the target rotating speed quickly is achieved.
