The invention discloses a vehicle monitoring and controlling system and a vehicle monitoring and controlling method; the system comprises a vehicle and a cloud server, wherein the vehicle comprises a relative position detection device, a vehicle-mounted wireless communication device, a warning device and a control device; the relative position detection device is used for detecting relative position between a sprung mass structural member and an unsprung mass structural member of the vehicle and generating relative position signal; the control device is used for sending the relative position signal in time for the cloud server through the vehicle-mounted wireless communication device, receiving the feedback judging result from the cloud server, and controlling the warning device for warning when the judging result is a poor road or when the vehicle needs maintenance; the cloud server is used for recording the relative position signal sent by the vehicle, generating relative position-time curve between the sprung mass structural member and the unsprung mass structural member, and judging whether the road surface is the poor road or not and/or whether the vehicle needs maintenance or not according to the curve. The vehicle monitoring and controlling system and the vehicle monitoring and controlling method can dynamically monitor the vehicle state and are beneficial to improving traveling safety and prolonging service life of the vehicle.
