The purpose of the invention is to provide a technique that enables comprehensive adjustment of passenger convenience and power consumption. An operation schedule evaluation device (1) is provided with a passenger flow calculator (11) and a power consumption calculator (12). The passenger flow calculator (11) creates passenger flow information relating to passenger flow by train transportation, on the basis of operating schedule information of the trains and passenger information relating to the entrance and exit of the passenger's station. On the basis of the passenger flow information created by the passenger flow calculator (11), the operating schedule information, and the vehicle information of the trains, the power consumption calculator (12) calculates the number of passengers or the occupancy of the trains, and calculates a power consumption per unit time of the trains that reflects the vehicle weight corresponding to the number of passengers or the train occupancy.
