The invention discloses a throttle slow descending cylinder of a hand operated hydraulic fork-lift. The throttle slow descending cylinder comprises a hydraulic cylinder consisting of an outer cylinder and an inner cylinder, and a throttle component, wherein the outer cylinder and the inner cylinder are in cup joint for relatively moving; the top end of a piston rod of the throttle component is connected with a spherical top head, and the bottom end is connected with a hole piston; and a one-way valve plate is arranged below the piston. A thread, an axial hole and a transverse hole are arranged on the piston; the axial hole is intersected with the transverse hole; a throttle thread pipe is in fit connection in the axial hole; a flow adjusting plate is inserted in the transverse hole, and is clamped and fixed through an adjusting bolt; a floating ball is arranged between the throttle thread pipe and the flow adjusting plate; the throttle thread pipe penetrates through the bottom ends of the piston and the one-way valve plate to be in fit connection with a fastening screw cap; the fastening screw cap is ejected on the bottom end surface of the piston; and a valve plate spring is arranged between the fastening screw cap and the one-way valve plate. A two-stage ratchet is arranged on the hydraulic cylinder. The throttle slow descending cylinder voluntarily adjusts the flow of the hydraulic cylinder according to the goods weight to prevent excessive goods descending speed, and can be reliably locked for a long time.
