The invention discloses a buffer energy absorbing device and a vehicle. The buffer energy absorbing device comprises a baseplate (4) and multiple damping plates (3), wherein the multiple damping plates (3) are inclined to the baseplate (4) to be fixed on the same side surface of the baseplate (4). When the buffer energy absorbing device in the technical scheme generates the head-on collision, concentrated collision energy from the collision point is quickly decomposed through the damping plates and transferred to the whole buffer energy absorbing device, so that the buffer energy absorbing effect exerts to the greatest extent, and the collision harm is effectively weakened. The buffer energy absorbing device is mounted at the front part, the side surface and/or the back part of a vehicle, and can reduce the damage degree of a vehicle body and passengers.
