The invention discloses a locomotive intelligent whistle limiting control method and apparatus. The method comprises the following steps: receiving a horn control instruction input by a user; obtaining position information of a locomotive on a current road and time information of a current period; carrying out retrieving in a whistle limiting database by use of the position information and the time information to find out whistle limiting information corresponding to the position information and the time information; according to the whistle limiting information, determining whether the locomotive is allowed to whistle on the current road at the current period; if the locomotive is not allowed to whistle on the current road at the current period, generating a horn mute instruction, and controlling the horn of the locomotive not to make a sound; and if the locomotive is allowed to whistle on the current road at the current period, generating a horn whistling sound instruction, and controlling the horn of the locomotive to sound and whistle. The method realizes effective control of the disorder whistling phenomenon of the horn of the locomotive and reduces noise pollution.
