The invention relates to a restraint apparatus for a safety, high-efficiency, and energy-saving elevator. A restraint guide wheel at the central part of a chain cable is changed into a four-connecting-rod type guide plate restraint device so that the chain cable has closed-loop continuous guide plate restraint, the entry of the chain cable is guaranteed, the engagement of the chain cable and chain cable wheels is more smooth, and the power transmission operation of the elevator is safer and more reliable; the restraint positions of elevator car restraint sliding column heads are configured, original external elevator car bearing lugs are cancelled, the height of an external elevator car in the shape of a regular hexahedron is extended and heightened, an elevator car bearing shaft is changed to penetrate through the car from the gravity center line at the upper part of the external elevator car, two sliding column heads at one side surface of the elevator car are positioned at the highest top corner of the external elevator car, and the other two sliding column heads regard the elevator car bearing shaft as the symmetric axis and are arranged on the other side surface of the elevator car in symmetry in an inclined manner. The position layout of the bearing shaft and the sliding column heads is more in accordance with the requirement of sports mechanism, and the stability and reliability of the operation of the safety, high-efficiency, and energy-saving elevator can be guaranteed.
