The invention belongs to the technical field of escalator safety and discloses an obliquely-arranged civil thermal image analyzer mechanism. The obliquely-arranged civil thermal image analyzer mechanism comprises a power source, a scram controller, a motor, wire harnesses, infrared monitors, a thermal image analyzer and a stress sensor. The power source, the scram controller and the motor are all arranged below an escalator. Escalator steps are driven by the motor to run. The first infrared monitors are symmetrically arranged on an escalator exit plate. The second infrared monitors are symmetrically arranged on an escalator handrail plates. According to the obliquely-arranged civil thermal image analyzer mechanism, the scram controller can judge the crowdedness degree of people at an escalator exit according to the monitored situation of the first infrared monitors; and when a crowded or stampede accident happens at the exit, the scram controller controls the motor to stop running in time. The obliquely-arranged civil thermal image analyzer mechanism is reasonable in design, simple in structure and applicable to optimal design of an escalator crowded or stampede accident damage reduction system.
