A satellite surface charging control apparatus comprises a cathode and an electrode leading grid mesh, wherein the electrode leading grid mesh and the electronic cathode are constructed to for an empty cavity; high voltage is loaded on the electrode leading grid mesh, thus a strong electric field is formed inside the empty cavity; the electronic cathode emits electronic current via triggering the strong electric field; and the electronic current is ejected out of the empty cavity under the effect of the high voltage of the electrode leading grid mesh. According to the invention, the charging to the satellite surface can be controlled while avoiding to ask for excessive requirements to part of a satellite platform, thus the application range of the satellite surface charging control apparatus is reduced; and the satellite surface charging control apparatus can be mounted on various satellites of a middle high track, for controlling the negative electric potential of the satellite surface.
