The invention relates to a self-organizing construction method of an intelligent control rule of an urban traffic signal. Localization is carried out on all intersections in a traffic network based on a mutual connection effect; on the basis of abstraction of the hydromechanics having a road network and a traffic parameter, an effect of complicated traffic flows is converted into a real-time rule expression inside the system; and the traffic flows are controlled automatically or according to demands to achieve an objective of intelligent traffic control. The method has the following characteristics: the influence on a traffic flow by a road shape is considered fully, thereby guaranteeing universality and stability of the method application; passing time is distributed intelligently, thereby reducing parking waiting time and improving the passing efficiency; with the intelligent signal switching way, different switching ways can be used according to different traffic situations, thereby effectively improving the road passing capability; and the computation of the system can be reduced substantially and effectively and a problem that a real-time performance of unified control of the global road network can not be realized due to the large calculated quantity according to the current control strategy can be solved.
