Provided is a technique that can be applied to a car park having a plurality of entry gates, makes it possible to guide a vehicle smoothly to an entry gate, and does not require a large number of repeated processes. This car park guidance device is provided with a recording unit, a time group determining means, a gate specification means, a congestion prediction unit, and a guidance information transmission unit. The car park guidance device specifies an entry gate upon performing grouping according to the scheduled arrival time or the time of entry within a predetermined range, provides a congestion reference with respect to a node in the vicinity of the car park, and predicts occurrence of a congestion node. The car park guidance system then transmits congestion prediction information only to a terminal of a user wishing to bypass a congestion node.
