The invention discloses a fixing device and a method of a ground electric locomotive slide wire. The fixing device mainly comprises a stand column, an angle steel frame and an insulation ceramic column, wherein the angle steel frame is welded and fixed at the top end of the stand column, and is provided with an adjusting tank; the insulation ceramic column is fixed below the adjusting tank of the angle steel frame; and a wire clamp for fixing the slide wire is mounted at the bottom of the insulation ceramic column. The fixing method is used for fixing the slide wire of an electric locomotive through mounting one set of fixing device every 3-5 m. The fixing device and the fixing method have such advantages as safety, convenience for installation, firm fixation, capability of adjusting an installation center position and more accurate positioning.
