The invention discloses a floating photovoltaic cell panel assembly based on modular assembly and relates to the technical field of photovoltaic cell panels. The assembly comprises a floating assemblyand a photovoltaic cell panel, wherein the floating assembly comprises a plurality of first through holes formed on an edge of one surface of an upper fixing plate, a plurality of second through holes corresponding to the first through holes are formed on an edge of one surface of a lower fixing plate, a supporting rod is further fixed perpendicular to a plate surface of the lower fixing plate, awater pressure plate is fixed on the supporting rod, a buoyancy tank is located between the upper fixing plate and the lower fixing plate, and the upper fixing plate and the lower fixing plate are connected through a supporting assembly. The assembly is advantaged in that modularized assembly is adopted for the floating assembly, the bearing capacity of the floating assembly can be designed according to specific application, through the water above and below the water pressure plate, the water pressure plate can move only when the volume of the water on a surface of the water pressure plate needs to be discharged upwards or downwards, and stability of the floating assembly is enhanced through the water weight pressure.
