According to the invention, the rotation of fan blades in the first rotating mechanism is controlled through the running speed of an automobile,when the running speed of the electric automobile is high, the heat productivity of the power battery pack is improved, the rotation of the fan blades is also improved at the moment, and then heat dissipation of the battery pack is enhanced.
