The platform comprises: a first processing node, which executes data storage of a human body contourbased on a block chain, identifies a plurality of image regions with a degree of matching with the human body contour exceeding a limit from a data interpolation image, and outputs the number of the plurality of image regions as a first reference number; a second processing node which is used for executing data storage of the outline of the vehicle based on the block chain, identifying a pluralityof image areas with the matching degree exceeding the limit with the outline of the vehicle from the data interpolation image, and outputting the number of the plurality of image areas as a second reference number; and an index calculation device which is used for calculating congestion parameters corresponding to the preset urban area. The real-time index measurement platform applying block chain data storage is compact in logic and wide in application. Due to the fact that the block chain storage mode and the customized index analysis mode are adopted at the same time, reliable analysis ofthe current congestion index of each urban area can be achieved.
