The invention discloses a method and device for identifying frequent congestion bottlenecks based on historical road conditions. The method comprises the steps of acquiring historical road condition data; according to the historical road condition data, determining a congestion lasting time period of each road section in a first period according to a preset acquisition time granularity; accordingto the congestion lasting time period of each road section and the congestion lasting time periods of the upstream and downstream road sections of each road section, determining traffic jam types in the congestion lasting time periods; determining the traffic jam type and the congestion bottleneck point of each road section according to the traffic jam types in the congestion lasting time periods;and determining frequent congestion bottleneck points in a second period according to the congestion duration of the congestion bottleneck points. According to the invention, the congestion bottleneck points are obtained by analyzing the historical road condition data, and frequent congestion bottleneck points are obtained by performing congestion duration analysis on the congestion bottleneck points. The problem that frequent congestion bottlenecks cannot be quantified can be solved, and auxiliary decisions are provided for traffic police to preferentially govern roads and discover congestion bottlenecks.
