The invention discloses a buffer device and a quick connecting device, and relates to the technical field of special equipment for loading and unloading of marine fluids. The buffer device comprises amain flange, a limiting ring, a buffer pad and an elastic part. The elastic part realizes the elastic connection between the buffer pad and alimiting plate; during docking, the buffer pad contacts with a ship manifold flange firstly, so that the cushion of the elastic part is beneficial to reducing the moving speed and impact force of the ship manifold flange, and the docking is more stable and reliable. And the buffer pad is quicker than a flange surface to be in contact with the ship manifold flange; therefore, when the ship manifold flange is inclined to the main flange, one end of the buffer pad contacts with the ship manifold flange firstly, the part that the ship manifold flange is in contact with the buffer pad is resisted to move slowly, while the rest of the ship manifold flangecontacts with the buffer pad at the other end, so that the ship manifold flange is gradually flush with the main flange. According to the invention, the problem of bumping and damaging the flange surface and a sealing ring when the ship manifold flange is docked and separated is avoided.
