A traffic light module is used for acquiring the state of traffic lights to form traffic light information; a laser radar module is used for measuring the position, the motion state and the shape of the vehicle by detecting an echo signal of the emitted laser beam to form laser radar information; a positioning module is used for acquiring positioning information of the traffic light module; an edge processor is used for jointly packaging the laser radar information, the positioning information and the traffic light information into monitoring information; a communication module is used for transmitting data information in a wireless communication mode; and a shell is used for packaging the modules, the laser radar module, the positioning module, the edge processor and the communication module into a whole. The system comprises a cloud platform and the traffic light device.
