The invention discloses an urban intelligent traffic monitoring intelligent system based on machine vision, and the system comprises an accident information input module, an accident video extractionand decomposition module, a vehicle violation behavior recognition and analysis module, a violation behavior information base, an accident two-party responsibility division module, and a display terminal. According to the invention, the accident information input module inputs basic information of a traffic accident, a traffic accident video is extracted through the input basic information of theaccident, the traffic accident video is decomposed into a plurality of accident pictures, violation parties are recognized in combination with the accident pictures, violation behaviors of the violation parties are analyzed, and further responsibilities of both parties of the accident are divided. According to the invention, intelligent processing can be carried out on vehicle traffic accidents ofurban traffic, the problems of time delay of traffic police in processing traffic accidents and poor judgment accuracy of accident violation parties in the prior art are solved, the system has the characteristic of high intelligent degree, the traffic accident processing efficiency is improved, and the requirements of modern traffic management are met.

    本发明公开一种基于机器视觉的城市智慧交通监控智能系统,包括事故信息录入模块、事故视频提取分解模块、车辆违规行为识别分析模块、违规行为信息库、事故双方责任划分模块和显示终端,本发明通过事故信息录入模块对发生的交通事故基本信息进行录入,并通过录入的事故基本信息提取交通事故视频,同时分解为若干事故图片,结合各事故图片识别违规方并分析违规方的违规行为,进而进行事故双方责任划分,能够对城市交通的车辆交通事故进行智能处理,弥补了现有交警处理交通事故的延时性及事故违规方判定准确性差的问题,具有智能化程度高的特点,提高了交通事故处理效率,满足了现代交通管理的需求。
